Over the past two years, Albania has appeared more frequently in property headlines and investment forums. Some commentators describe it as “the next Croatia” — a once-overlooked destination that could see rapid property price growth as tourism expands.
But is the hype justified?
Having worked in international property markets for many years, I believe Albania is genuinely interesting — but buyers should approach it with both curiosity and caution.
The Opportunity Is Real
First, the fundamentals are clear.
Albania sits on one of the most attractive coastlines in the Mediterranean, yet property prices remain dramatically lower than nearby markets.
In coastal towns such as Saranda or Vlora, apartments can still be found in the €70,000 to €150,000 range, depending on size and location.
That is a fraction of the cost of comparable property in Greece or Croatia.
At the same time:
-
tourism is growing quickly
-
the Albanian Riviera is gaining international attention
-
new resorts and infrastructure projects are emerging
From a pure supply and demand perspective, it is not difficult to see why investors are interested.
But Emerging Markets Carry Real Risks
However, Albania is not Spain, Portugal or France.
Buyers need to remember that the country’s property market is still developing.
Some key issues include:
-
historical title disputes in certain regions
-
inconsistent construction standards
-
limited mortgage availability for foreign buyers
In emerging markets, legal due diligence becomes absolutely critical.
Anyone considering buying property in Albania should work with an experienced local lawyer and verify the ownership history of the property carefully.
The Tourism Question

A key factor that will determine Albania’s long-term property growth is tourism.
If visitor numbers continue to rise strongly, demand for coastal property could increase significantly.
However, tourism markets can be unpredictable.
Success will depend on:
-
infrastructure development
-
international marketing of the destination
-
environmental management of the coastline
If Albania manages these factors well, the Riviera could become one of Europe’s most exciting tourism regions.
My View
Albania is not a guaranteed investment success story.
But it is one of the most interesting emerging property markets in Europe today.
For buyers who understand the risks and carry out proper due diligence, it could represent an opportunity similar to buying in Croatia or Montenegro before those markets gained international attention.
The key is simple:
Research carefully, verify everything, and never buy property anywhere based purely on hype.
Tourism is a major driver of the property market.
-
Albania welcomed 11.7 million tourists in 2024, a dramatic increase compared with earlier years.
-
Between January and August 2025, the country received 8.34 million foreign visitors according to national statistics.
